CLARKSVILLE, Tenn. — President Donald J. Trump came to Clarksville on Saturday with good news for Tennessee families’ wallets and for the rural hospitals that keep small towns alive. Families who were overcharged under the last administration’s Obamacare exchanges are getting their money back, he told the F&M Bank Arena crowd, including “30,000 families that live in Tennessee, so $500. Congratulations.”

Here is what happened. According to the White House, the Biden Administration overcharged Americans through Obamacare exchange “user fees” that were passed on to consumers in higher premiums, funding the federal exchange far beyond what it needed and piling up a surplus that never went back to the people who paid it. President Trump is returning that money: refunds of $500 per person to nearly 1 million Americans in the 30 states that use the federal exchange, Tennessee among them, for people who paid full price without premium assistance. The checks began going out in October 2026. “The government is going to pay the money directly to you… the big insurance companies lose and the people of our country win,” the President has said.

He did not stop there. “We also secured over $50 billion to support healthcare and rural communities like those in Tennessee,” the President said, “saving you and your hospitals and medical centers a tremendous amount of money, but maybe more importantly, saving you from extinction of those institutes.” The $50 billion, made possible by his Working Families Tax Cuts Act, is the largest investment in rural healthcare in American history.

The President told the crowd plainly what the other side had planned. “They were going to close them up. The Democrats would have closed them up,” he said. “First of all, the Democrats hate rural communities. You do know that, okay? They hate a lot of things. The thing they hate most is me.”

From $500 refund checks to rescued rural hospitals to the Medicare Improvement Fund payments already reaching seniors, President Trump is putting money back in the pockets of working families and taking it from the big insurance companies.
