President Trump just gave every American a reason to help clean up Washington. In the Oval Office on Tuesday, flanked by Vice President JD Vance and his anti-fraud team, the President announced the Fraud Whistleblower Incentive Program, known as WHIP. “From day one of my administration, we’ve waged an unprecedented war on corruption and fraud,” he said, “and we’ll not let our country be looted and plundered by thieves and pirates and foreign fraudsters.”
The President laid out the deal in plain terms. “If you turn somebody in and you, let’s say, report and you find a billion dollars, we are giving a commission to that person of 1%,” he said. “And if it’s 10 billion, 200 billion, 400 billion, we’re giving a 1% commission to that person. You have to prove that you were the one.” He even opened the door to reporters, with their outlets’ approval: “A few things are more important than good journalism.”
The Justice Department’s new Fraud Division runs the program. It says WHIP is the first whistleblower program that pays an up-front award, $10,000 to $30,000, for information leading to criminal charges, instead of making tipsters wait years for a case to close. The Treasury Department is committing $25 million, and whistleblowers can still qualify for larger awards later. “I urge all Americans to use this program and play an active role in bringing fraudsters to justice,” said Attorney General Todd Blanche.
Tips go to america.gov/fraud, a site built by Joe Gebbia and the National Design Studio. DOJ will prioritize hospice, home health care, day care and special services fraud, along with fraud on programs run by Agriculture, Labor, HHS, HUD, Education, Veterans Affairs, the War Department and the Small Business Administration.
The President honored citizen journalist Nick Shirley, whose videos on alleged child-care fraud in Minnesota lit the fuse. “What a job you’ve done,” Trump told him. The money already found by the Vice President’s team runs into “billions and billions of dollars,” Trump said, and with the public on the case, “it’ll save trillions, I believe trillions.” Patriots, the whistle is in your hands.
